SIGNIFICANT ACHIEVEMENTS

The key spokes of the eTransport MMP wheel are Vahan, Sarathi, eChallan, mParivahan, Analytics, etc. application modules/ components, designed and developed by NIC, the Technical Partner of MoRTH.

The Project is ever evolving, with continuous advancements in one component or the other. Collaborated efforts of the various stakeholders have led to remarkable achievements/ developments in the last month as well. These achievements are listed as below:

Overview
  • Migration to Centralized Vahan 4.0 & Sarathi 4.0 completed for all DTOs in Assam
  • Centralized Vahan 4.0 rolled out in new RTOs of Assam and Nagaland, taking the total count to 1,171 RTOs.
  • Centralized Sarathi 4.0 rolled out in new RTOs of Assam and Himachal Pradesh, with the total count reaching to 1,102 RTOs.
  • Total downloads of mParivahan Mobile App has reached 56+ lakhs
  • eChallan implementation underway in Transport and Traffic departments of 13 states/ UTs, with 72 lakh+ challans generated in total.
  • PUCC application has been implemented in Bihar, Chandigarh, Maharashtra, Tamil Nadu, Uttar Pradesh and West Bengal, with 90,000+ PUCC already issued.
Details
  • Vahan:
    • Initiation of ‘Restoration of Accidentally Disposed Application’ process in all RTOs across the country
    • Availability of History and current Application Status for all registered vehicle transactions.
    • Implementation of Ministry Notification mandating HSRP for vehicles manufactured on or after April 2019
    • Initiation of Temporary Registration issuance from any RTO within a state, by the authorized dealers in a state. It has been enabled for all states.
    • Enablement of user document upload (at dealer end), even after payment
    • Launch of Defacement Service for Rajasthan
    • Uttrakhand:
      • Implementation of CSC payment gateway integration with Vahan online services
      • Completion of PUCC module testing under Vahan
      • Generation of various reports for Lok Sabha Election purpose through Vahan database
      • Implementation of ‘Green card issuance’ using Vahan web-service in all concerned RTO/ARTOs, for the commercial passenger Vehicles going for Char Dham Yatra
  • Sarathi:
    • DMS for storage of all documents captured in Sarathi
    • Implementation of centralized DL Smart card printing service, for UP
    • Addition of "Upload documents'' facility for Driving School Licence process
    • Extension of OTP and email authentication for services at application acceptance stage
    • Additional features /customization in the DL module related services (migration to New Form-2, IDP Issue, Pincode mapping, e-Sign , Service withdrawn etc.), for some states
    • Deployment of facility for handling single application for LL and AEDL transactions
    • Commissioning of Bangalore One and Karnataka one CSCs to accept applications and payment for Sarathi
    • Mandatory OTP authentication (configurable parameter) for all appointment related services (LL Appointments/DL Appointments/LL-DL Services Appointments: for booking/cancellation) for all States
    • Integration of Tripura Payment Gateway, and initiation in various departments of several other states like Punjab, Tamil Nadu, Haryana payment, Karnataka, Rajasthan, etc.
    • Enhancements in Enforcement modules with incorporation of QR Code and other new features
  • Analytics:
    • Implementation of ( and reinstalling) Hadoop cluster (along with Apache spark and Apache Hive)
    • Implementation of Scheduler for Twitter Sentimental Analysis
    • Updation of DL forecasting to provide state wise trends
    • Creation of Consumer web services for Fitness Application Details, Entry and DB, Log out module
    • Creation of Producer web services for Fitness Application, etc.
  • Vahan Online Services:
    • Enablement of services like RC Particular, RC Cancel, etc. for all the RTOs of Odisha.
    • Enablement of services like Vehicle Alternation and RC Particular for multiple RTOs of Tamil Nadu
    • Initiation of Permit services like Fresh Permit for un-registered vehicles for 145 RTOs of Tamil Nadu (for Maxi cab, Educational Institution bus, Motor cab, Three wheeler, Omni Bus and Private service vehicle)
    • Enablement of services like Tax service, Transfer of Ownership, Change of Address, Duplicate RC, Hypothecation Addition/ Termination, NOC, Fitness Certificate, Vehicle Alternation, RC Particulars, Mobile Registration, etc. for RTO of Karnataka
  • eChallan:
    • Generation of around 72 Lakh+ challans till date
    • Currently running in 13 states (Transport/ Traffic Department): Bihar, Chandigarh, Delhi, Gujarat, Haryana, Himachal Pradesh, J&K, Maharashtra, Odisha, Punjab Rajasthan, UP and Uttarakhand
    • New additions/ customisations in UTs, cities, as requested
