NNEW MILESTONES IN APRIL, 2020

eTransport Mission Mode Project (MMP) of MoRTH, implemented by NIC, has been successful in meeting the expectations of its stakeholders comprising citizens, businesses as well as government departments, by bringing in high degree of convenience, efficiency and transparency in the service delivery of various transport services.

Even during these unprecedented times, owing to COVID-19, the project team has ensured timely implementation/ enhancement/ customisation of a number of components viz. Vahan, Sarathi, eChallan, mParivahan, Analytics, PUCC, etc., in tandem with various initiatives and technology interventions, from time to time.

Some key milestones for the month of April are listed, as below:

  • Centralized Vahan 4.0 rolled out in 1,226 RTOs
  • Centralized Sarathi 4.0 rolled out in 1,147 RTOs
  • 2.3 Crore+ downloads of mParivahan mobile app, till date
  • eChallan implementation underway in Transport and Traffic departments of 20 States/ UTs, with a total of ~ 2.75 Crore challans. Total Penalty collected amounts to ~ Rs. 2,395 Crores
  • PUCC application has been implemented in 18 States/ UTs. 2.39 Crore+ PUCC already issued by ~17,066 registered PUCC centres

Vahan 4.0 & Allied Services:

    • State wise restriction/acceptance functionality for pending applications related to BS 4 and other emission norms; validation of BS 4 and other emission norms in Homologation, allowing entry of only valid records
    • Configuration of COVID-19 fees/taxes exemption, facility for calculation/exemption of tax penalty during the lockdown, etc. for Odisha, Karnataka and other states
    • Demo/training on Vahan 4 Dashboard to State Coordinators
    • Complete migration of Homologation, VLTD Maker, SLD Maker & Vahan Green Sewa to Prime face 7
    • State wise configuration of mandatory fitment of VLTD for new registration of vehicle
    • Encoding of user information with SHA256, for better security
    • Integration with Tamil language
    • Calculation of Fees upto two decimal places, for possible saving of fees
    • Optimization of Vahan4/ tax service code to reduce number of hits on database
    • User Messaging module configuration to provide a facility of closing requests, display of open requests and sending of copy to State Admin
    • Creation of Dashboard to display module wise pending applications
    • Resolution of issues related to applications pending at Dealer’s end in Leh (Ladakh) region, after its separation from J&K

  • Sarathi 4.0:

    • Necessary information and support to State Transport Departments, towards financial help to the DL holders (having PSV Badge for Auto Rickshaw, LMV, TRANS & PSVBUS class of vehicles) during lockdown period, in Karnataka, Maharashtra; to Conductor license holders in Uttarakhand; to DL holders (details not mapped in Sarathi 4) in Delhi
    • COVID-19- generation of summary and detailed reports; data sharing with Gujarat, Odisha, Delhi and Maharashtra to facilitate financial assistance to the Transport/ Taxi /Auto Drivers
    • Enhancements/ customisations in DL Endorsement Approvals, DL Services modules, LL Exam, DL Backlog, Scrutiny, Upload documents, Conductor and Driving School related modules, etc.
    • Implementation of modules for capturing self-declaration on medical fitness, display of IDP (International Driving Permit) details, online updation of medical fitness by Doctors, attaching of records by RTO, automatic DL approval on clearance of DL Test, facilitating Centralised printing of DLs on plastic cards, etc.
    • Extension of ‘Sarathi Support Utility’ to State Administrators for online logging and monitoring of problems ,and through a single window
    • Documentation on process flows and test cases of various modules
    • OS updation of servers; recovery of 30 TB storage space from DB Servers
  • eChallan:

    • Implementation in 20 States: Assam, Bihar, Chandigarh, Chhattisgarh, Dadra & Nagar Haveli, Delhi, Goa, Gujarat, Haryana, Himachal Pradesh, Maharashtra, Mizoram, Odisha, Punjab, Puducherry, Rajasthan, Tamil Nadu, Tripura, Uttarakhand and Uttar Pradesh
    • 19.66 Lakh challans issued in April 2020
    • Total Penalty collection of Rs. 16.09 Crores in April 2020
    • DL and Vehicle wise repeated challans; offence wise and officer wise reports
    • Customised reports/ graphs for Indian Council of Medical Research
    • COVID-19- Addition of advisory issued by MoRTH , COVID-19 banner and PMCARES banner
    • Customisation of application to store images from file system to Object Storage
    • State specific customisation/ requirements- activation of Odisha and Kerala for collection of tax through mParivahan, etc.; integration of GRN API for payment, for Kerala; addition of online payment functionality, for Traffic Department of Maharashtra
  • PUCC:

    • Implementation in 18 states: Assam, Bihar, Chandigarh, Chhattisgarh, Gujarat, Himachal Pradesh, Haryana, Jharkhand, Maharashtra, Mizoram, Odisha, Puducherry, Punjab, Tamil Nadu, Tripura, Uttarakhand, Uttar Pradesh and West Bengal
    • ARAI approval on ~24 PUCC Manufacturers and ~53 Device Models
    • Introduction of messaging system for vehicles found duplicate/ non-compliance with pollution norms- PUC centre raising data correction request with concerned RTO/ State Admin
    • Display history for a PUCC (including image) issued to a particular vehicle
    • OTP based authentication for issuing PUCC
    • Introduction of prepaid model for PUCC station, for Bihar
    • State specific customisations/ requirements- to not allow re-check of PUCC for any vehicle, if it has failed the test within 4 hours; IP based configuration of the system login, forbidding user from issuing certificate from any other machine; PUCC flow, for Jharkhand; prepaid mode for PUCC stations, in Bihar, etc.
  • Vahan Online Services:

    • Citizen Services:
      • Change in service flow to allow movement to RTO only after document is uploaded (wherever DMS is implemented )
      • On-Vehicle Advertisement Module with QR based authentication
      • eChallan configuration to apply restrictions while availing Vahan Services
      • Removal of Checks While Paying Online Tax
      • Implementation of Complaint monitoring system on Vahan Citizen Portal
      • Integration of QR Code on approved advertisement on vehicles
      • Customisation of Fee receipt as per service and state's requirement; configuration for RC Surrender Application, with or without insurance, etc.
      • State specific activities/ requirements- new tax slabs for Karnataka; online tax made live for Puducherry, module for conversion of Paper RC to Smart Card RC, for Punjab, changes to allow exemption of penalty on tax non-payment during lockdown period for Karnataka & Chhattisgarh, enablement of appointment for respective services in Himachal Pradesh and Kerala, etc.

      • Correction of Special Permit related issues
