SIGNIFICANT ACHIEVEMENTS IN JULY 2019

The eTransport Mission Mode Project (MMP) has made immensely contributed in bringing convenience to citizens, businesses and government departments alike, while ascertaining the much needed efficiency & transparency in the various processes pertaining to RC and DL related services.

There have been constant developments in the various project modules viz. Vahan, Sarathi, eChallan, mParivahan, Analytics, etc., possible with the collaborated efforts of the various stakeholders, leading to remarkable achievements in the last month as well.

Key achievements for the month of July are listed, as below:

Overview
  • Centralized Vahan 4.0 rolled out in 1,179 RTOs
  • Centralized Sarathi 4.0 rolled out in 1,113 RTOs
  • Total downloads of mParivahan Mobile App has reached ~71 lakhs
  • eChallan implementation underway in Transport and Traffic departments of 16 states/ UTs, with a total of 1.15 Cr+ challans generated till date
  • Launch of eChallan Traffic Enforcement System by Delhi Police
  • PUCC application has been implemented in 16 states. 14.5 Lakh PUCC already issued by 3786 PUCC centres (active/ registered).
Details
  • Vahan 4.0:
    • Rights to State Administrator to allow/ prohibit login to various category of users (like RTO, Dealer, Fitness Centre etc.)
    • Addition of Hindi Language in Dispatch module (letter) in Rajasthan
    • Enablement of ‘Permit Panel’ for owner during conversion of vehicle from Non-Transport to Transport, for accurate road tax calculation
    • Introduction of ‘NOC verification’ check to streamline the vehicle registration process across states
    • For Punjab:
      • Implementation of tax exemption on agriculture vehicle/physical handicapped vehicles, as per state tax rules
      • Enablement of swapping of fancy no. with other fancy number/ normal number.
      • Implementation of fitness rule (59 days validity)
    • For Uttarakhand:
      • Enablement of RC printing on PVC Card, in few RTOs
      • Deployment of CSC reporting module for generating online payment details
      • Deployment of VLTD application
      • Implementation of functionality related to rebate in tax during delayed registration of natural calamity affected vehicles
  • Sarathi 4.0:
    • ECS Object Storage Integration in Verification documents, and completion of migration of scanned documents from DMS server to ECS storage
    • Provision of new web services for NATGRID, MORTH Dashboard and Meghalaya Dashboard
    • Incorporation of the feature for accepting the request for International Driving Permit, based on Visa requirement in the destination country
    • Addition of facility at RTOs to send customized SMS (on demand)
    • Implementation of Sakala (Tracking System) in Karnataka
    • Addition of Form 7 (PVC Print) for Nagaland
    • Issuance of LL & DL from colleges/institutions in Haryana
    • Multiple enhancements and modifications in Appointments Module
  • Analytics:
    • Revamping of Dashboard using Tableau
    • Addition of Imported vehicle functionality in Vahan report
    • Improvements using Hadoop ecosystem for synchronization of data with Vahan4
    • Vahan Fitness App (android based): UI design enhancement & Provision for addition of photo
    • POC on SAS implementation
  • Vahan Online Services:
    • Launch of Vahan Online MV Tax payment service by the Hon'ble Chief Minister, Govt. of Sikkim in the presence of Transport Minister, Chief Secretary, and Secretary Transport on 09/07/2019
    • Enablement of Vahan Online services like Tax Service, Hypothecation Addition, Hypothecation Termination, Hypothecation Continuation and Withdrawal of Application for all the RTOs of Haryana
    • Enablement of Vahan Online services like Tax Service, Transfer of Ownership, Change of Address, Duplicate RC, Hypothecation Addition, Hypothecation Termination, No Objection Certificate, Fitness Certificate, Duplicate Fitness, Vehicle Alternation, Vehicle Re-assignment, Mobile Registration, RC Surrender and Withdrawal of Application for all the 38 RTOs of Karnataka
  • eChallan:
    • Launch of eChallan and Online Payment System by Delhi Traffic Police: Traffic violators can now pay fine online anytime, anywhere
    • Integration of eChallan with Virtual court for efficient handling of cases referred to courts
    • Generation of total 1.14 crores+ eChallans till date.
    • Implementation completed in 16 states
    • SBI ePay Payment Gateway integration with Delhi Traffic Police eChallan and Notice branch application.
    • RLVD and over speeding LASER gun integration with Notice Branch application for Delhi Traffic Police.
    • Customization and testing of eChallan application for Tamil Nadu (Transport & Traffic)
  • PUCC:
    • Implementation in 16 states: Bihar, Chandigarh, Gujarat, Himachal Pradesh, Haryana, Jharkhand, Karnataka, Kerala, Maharashtra, Punjab, Puducherry, Rajasthan, Tamil Nadu, Uttarakhand, Uttar Pradesh, West Bengal
    • ARAI approval on 21 PUCC Manufacturers and 45 Device Models, till date
    • 3786 PUCC centres have been activated/ registered, till date
    • Enablement of functionality for locating nearest PUCC centre by citizens
  • Demo/ Trainings:
    • Demo and Training of eChallan application to officials of Rajasthan Traffic Police and Kerala Transport Department
    • Demo of eChallan application to Meghalaya, Arunachal Pradesh and Pune (Traffic department)
    • Workshop cum training programme on Pollution under Control (PUC) solution conducted for the RTO officials of Haryana.
    • Demo of PUCC to officers and staffs of the District Transport Offices, in Punjab
