The eTransport MMP implementation revolves around some key application modules/ components viz. Vahan, Sarathi, eChallan, mParivahan and Analytics Portal, designed and developed by the Technical Partner, NIC.
Consistent efforts of the team have led to some remarkable achievements/ developments in the last month as well, which are listed below:
Overview
- Centralized Vahan 4.0 rolled out in several RTOs in the states of Arunachal Pradesh, Karnataka, Kerala and UP, taking the total count to 1,084 RTOs.
- Centralized Sarathi 4.0 rolled out in new RTOs in J&K, Kerala, Rajasthan, Tamil Nadu and UP, with the total count reaching to 1,120 RTOs.
- Total downloads of mParivahan Mobile App has reached 49+ lakhs
- eChallan implementation underway in Transport and Traffic departments of 13 states/ UTs, with ~52 lakh challans generated in total
- PUCC started in selected RTOs in Chandigarh, UP and West Bengal; while under testing in 4 other states

- Vahan:
- Integration with VLTD service for New/ Registered vehicles
- Introduction of Digital Sign functionality for Temporary Registration of Vehicles
- Functionality for Office Admin to view all user information (working in RTO office)
- Check to prevent from simultaneously login from different machines/ browsers.
- Functionality to carry out Vehicle Inspection during Alteration.
- Configurability for PAN card field: can be made mandatory/ non-mandatory
- Roll out of Centralized Vahan 4 in new RTO (Singtam, East Sikkim). Inauguration by Hon'ble Chief Minister of Sikkim, Sh. Pawan Chamling, in presence of State Transport Minister, SH. D.T.Lepcha.
- Implementation of New Green Cess Rate in vehicle fuel type (Gasoline /hybrid ,Petrol/hybrid ,Petrol /CNG ,Ethanol /petrol ,LPG /Petrol, Diesel /hybrid and Ethanol/Diesel) during new registration/re-registration in Uttrakhand
- Implementation of Penalty @100% imposed on Road Tax, in West Bengal
- Addition of User Messaging Module for State Administrators (to message each other)
- Handling of case for special characters for Smart card KMS
- Addition of state wise configuration facility for rendering of Inspection Panel for Transport/Non-Transport.
- Implementation of option to retain Registration number: first implemented for Hon'ble Chief Minister of West Bengal, for the existing fancy number, by payment of retention fees.
- Sarathi:
- Deployment of Audit trail Report module (with option availability)
- Extension of DM Dashboard service to 5 new states
- Revamping of data consolidation to provide better MIS & Statistical information
- Data on Attendance Report for DL-Test based on the Slot Reservation, in Kerala
- Implementation of Unified Application for LL/DL (New Form-2) for 5 states
- Integration with automated Test Tracks, in Delhi
- Facility for electronic payments through SBIePay, in Assam
- Introduction of Audit Recovery Module, in Tamil Nadu
- Introduction of OTP based authentication of the applicant during LL application, in Delhi
- Implementation of Sarathis COVs & DMS Server, in Uttarkhand and Jammu & Kashmir
- Roll out of centralized Sarathi in new RTO Singtam, East Sikkim
- Initiation of Online payment of all fees through GRIPS in Sarathi 4, in West Bengal

- Vahan Online Services:
- Launch of citizen centric services in Assam by Hon’ble CM, Sh. Sarbanada Sonowal, on 4th February 2019
- Enablement of Cart facility for Tax payment and Environment Tax, in 145 RTOs of Tamil Nadu
- Initiation of 15 online services like Tax service, Transfer of Ownership, Change of Address, Duplicate RC, Hypothecation Addition, Hypothecation Termination, Mobile Registration, etc. in 3 RTOs of Karnataka
- Online permit services like Fresh Permit for un-registered vehicle (Goods Carriage) for remaining RTOs (141) in Tamil Nadu
- Enablement of cart facility for Tax payment in all RTOs of Odisha
- Duplicate fitness Service now also available in remaining RTOs (11) of Chhattisgarh
- eChallan:
- Integration with RAJLOSH and ATOM Payment Gateway.
- Generation of around 52 Lakh challans till date
- Running in 13 states (Transport/ Traffic Department) currently: Bihar, Chandigarh, Delhi, Gujarat, Haryana, Himachal Pradesh, J&K, Maharashtra, Odisha, Punjab Rajasthan, UP, Uttarakhand
