Significant Achievements

The eTransport Project meets its objectives through various components designed and developed by NIC viz. Vahan, Sarathi, eChallan, mParivahan, Analytics Portal, etc. While the implementation of most of these components is either completed or is underway, new versions/ platforms are simultaneously being proposed for the sake of improved performance and necessary upgrades.

The team is tirelessly working to achieve the stated objectives, and significant progress has been made in the last month as well. Some of the key achievements/ developments are listed below:

  • Centralized Vahan 4.0 rolled out in several RTOs in the states of Bihar, Chhattisgarh and Kerala, taking the total count to 1,070 RTOs.
  • Centralized Sarathi 4.0 rolled out in 71 new RTOs across Kerala and Manipur, taking the total count to 1,094 RTOs.
  • Total downloads of mParivahan mobile app has reached 41+ lakhs
  • eChallan implemented in Transport and Traffic departments of 12 states/ UTs, with 44 lakhs+ challans generated in total.
  • e Challan has been recently launched in all the 30 districts of Odisha.
  • Vahan:
    • Creation of Idle Monitor Management page to display session time for users
    • Addition of functionality to change RC type(Smartcard/Printed RC) and activation/deactivation of HRSP service
    • Initiation of Dealer Point Registration (for transport vehicles) in Assam
    • Fee module for Permit in Meghalaya
    • Prevention of entry of Server IP for IP-based login for all States
    • Chhattisgarh: Watermark incorporation in all documents, stoppage of cash transactions, Vehicle non-use intimation, Permit nonuse intimation implemented with tax adjustments
    • Incorporation of new fitness changes, as per GSR 1081(E) dated November 02, 2018 , deployed in Vahan 4.0 for all RTOs of Uttrakhand and Assam
  • Sarathi:
    • Sarathi 4.0 implementation in all RTOs of Kerala, starting with LL services
    • Migration of 350 RTOs to DMS facility
    • Migration of the Sarathi Portal to 4th level Domain i.e. sarathi.parivahan.gov.in, from parivahan.gov.in
    • Migration of 7 states to new version of Sarathi to implement the Amended Vehicles Classes notification and Hon’ble Supreme Court order
    • Migration to new application servers
    • Online exam facility for issue of Conductor Licence has been added in production line
    • Implementation of Online (ePayment) facility for West Bengal
    • Demonstration of Sarathi 4.0 to Commissioner and other Officers of Transport Department, Madhya Pradesh
    • Initiation of online services such as submission, upload, documents, e Payment, etc. for the citizen in Goa
    • Submission of proposal for Sarathi 5.0
  • Analytics:
    • User Interface fixes/ enhancements in Vahan & Sarathi reports, 15 year trend KPI
    • Addition of download option in excel/ pdf in charts, 15 year trends
    • Proof of Concept of Social Analytics in R and Java
    • Creation of Elastic Search with new architecture
    • Creation of Analytics users with search facility , for all the RTOs/ ARTOs and STA in Uttarakhand, on request
  • Vahan Online Services:
    • Enablement of Tax service, Transfer of Ownership, Change of Address, Duplicate RC, Hypothecation Addition, Hypothecation Termination, No Objection Certificate, Fitness Certificate, Renewal of Registration, Vehicle Alteration, Vehicle Conversion, Vehicle Re-assignment, RC Particular, Pay Balance Fee, Mobile Registration and Hypothecation Continuation for 5 RTOs in Chhattisgarh.
    • Enablement of Tax Service, Transfer of Ownership, Change of Address, Duplicate RC, Hypothecation Addition, Hypothecation Termination, No Objection Certificate, Fitness Certificate, Duplicate Fitness, Vehicle Alternation, Vehicle Re-assignment, RC Particular, Mobile Registration and RC Surrender for 4 RTOs in Karnataka.
    • Enablement of online permit services such as Renewal of Permit (Goods and Contract Carriage) for 2 RTOs in J&K.
  • eChallan:
    • Implementation of Paytm in Chennai and Noida
    • Implementation of Atom Payment gateway for Traffic Department, Nagpur
    • Integration of state-wise reports
    • Implementation of IP, OTP and geo-fenced based restriction during login process
    • Availability of live location of all Enforcement Officers to admin module
  • Training Programmes::
    • One-day training to Inspectors and Sub-Inspectors of Odisha Police
    • One-day training on Sarathi 4.0, from Master Trainers to RTO staff, Driving Schools, Akshaya Kendras (CSCs), e-Seva Kendras, etc.
