New Online Key Management System for DL & RC
A web-based KMS system was considered prudent to be developed for the implementation of specifications notified by the Transport Ministry as per the gazette notification of March 1, 2019 for smartcard-based DLs and RCs. The new web-based KMS system is designed, developed and implemented by the Smart Card Technologies Division (SCTD) of NIC. This has resulted in better implementation and management of the software and hardware resources for the issuance of DL/RC smartcards across India.
Introduction/ Overview
The gazette notification No. GSR 400(E) dated May 31, 2002 was issued by the Ministry of Road Transport & Highways (MoRTH) for the issuance of smartcard-based DL/RC. Based on the notification, the homegrown Operating System specifications (SCOSTA/SCOSTA- CL) were developed. This conforms to International Organization for Standardization (ISO)/International Electro Technical Commission (IEC) standards.The gazette notification allowed each state to have separate processes for issuance of the DLs and RCs.
The gazette notification of March 01, 2019 was issued in order to bring uniformity across the Country. Technical inputs for the new gazette notification were provided by NIC. The new format was envisaged to bring in a unified system across the Country. It also permits to have more data stored on the smartcard chip.
